THE CHALLENGE
Advocus faces the intricate acquisition and contracting challenges encountered by defense and emerging technology companies of all sizes. The challenges lie in influencing the budget and appropriations process, requiring close engagement with key decision-makers in the Administration/OMB, Executive Branch, and Congress. Success depends on leveraging our established relationships with key Members and professional staff on the House and Senate Appropriations Committees.
THE SOLUTION
In response to the challenges, Advocus deployed its expertise and network to initiate a multi-year campaign on behalf of an international shipping company. The primary objective was to secure authorization and appropriation for a new $60M program. Advocus strategically influenced the FY21 National Defense Authorization Act (NDAA), resulting in the authorization of the program. Subsequent victories included the full funding of the $60M program in the FY22 and FY23 Appropriations bills. Building on this success, the Senate Appropriations Committee further advanced legislation to double the program size in FY24.
THE RESULT
The collaborative efforts led by Advocus yielded significant results for its client. The authorized $60M program, embedded in the FY21 NDAA, received full funding through the FY22 and FY23 Appropriations bills. The momentum continued with the Senate Appropriations Committee endorsing legislation to double the program’s size in FY24. This success not only addressed the immediate funding requirements but also positioned the program for expanded impact.
